MINUTES OF THE HAVEN TOWN BOARD MEETING
April 16, 2007
The Haven Town Board met at the Haven Town Hall on Monday, April 16, 2007. The meeting was called to order at 7:00 p.m. by Chairperson Eric Meyer. Members present: Eric Meyer, Dennis Lietha, Jeff Schlingmann, Mark Knowles, Mike Zniewski, David Meyers and Tammy Schefers.
APPROVAL OF AGENDA
Supervisor Mark Knowles made a motion to approve the agenda. Supervisor Jeff Schlingmann seconded the motion. The motion carried.
READING OF THE MINUTES

BUILDING PERMITS
There was one building permit.
SHERBURNE COUNTY SHERIFF REPORT
The Deputy Sheriff gave the report for the month of March. There were 61 incidents.

Supervisor Mark Knowles made a motion to pay the outstanding bills. Supervisor Jeff Schlingmann seconded the motion. The motion carried.
OLD BUSINESS
CUP Vesterra, LLC – Supervisor Mark Knowles made a motion to have a Special Meeting set up in May (week of the 7th or 14th) to talk with Vesterra and work out the proposed conditions for the mining pit. Another $3,000.00 cash deposit will be asked for so there will be a total of $5,000.00 in a fund for expenses. Supervisor Jeff Schlingmann seconded the motion. The motion carried.
Don Nelton – Still in litigation.
Citizen Committee – Supervisor Jeff Schlingmann talked to the Board about the Proposal for Set-up of Citizens Committee – Planning. The Group met on April 2, 2007. Supervisor Jeff Schlingmann made a motion to adopt an eight person and one Board Member Citizen Committee. There will be a total of a nine member Citizen Committee. Supervisor Mark Knowles seconded the motion. The motion carried. Supervisor Jeff Schlingmann talked about a questionnaire that should be filled out by all interested parties who want to serve on the committee. After discussion on this, Supervisor Jeff Schlingmann made a motion to approve and utilize the one page Citizen Representative Application. Supervisor Dennis Lietha seconded the motion. The motion carried. The Citizen Committee will meet the first Monday of every month at the Haven Township Hall.
Sherburne County Planning Advisory Commission – Brian Bensen, County Administrator sent a letter to the Town Board Supervisors. It stated that the appointment to County Committees is done by the County Board. The terms are 3 years, which are staggered among members to keep continuity. This is not an annual process, but rather occurs when the term has expired. The committee member is not required to be a local official. A letter was sent on March 30, 2007 from Judy Weber, Sherburne County Zoning Administration, it stated: As of today, the Haven Township Representatives are as follows: Eric Meyer – Member – Term Expires December 31, 2008 and Keith Hibbard – Alternate Member – Term Expires December 31, 2008. After discussion on this issue by the Board, Chairman Eric Meyer had public comment. Loren Prom made the comment that he was disappointed. When he needed a Representative at the County from Haven Township, no one was there to speak for him about his Gravel Pit issue. Randy Koslowski made the comment that the primary person who should go to the meetings at the County Level be a Supervisor, and not a Citizen Representative. Supervisor Mark Knowles made the motion to leave the appointments as is with Eric Meyer – Primary Member and Keith Hibbard Alternate Member. Supervisor Jeff Schlingmann seconded the motion. The Supervisors voted: Chairman Eric Meyer – Aye, Supervisor Mark Knowles – Aye, Supervisor Jeff Schlingmann – Aye, Supervisor Dennis Lietha – Opposed, Supervisor Ted Prom – Not present. The motion carried.
UPDATED ITEMS
APO – There are lots of projects that want to be done, but there is no funding for them.
Zoning – Board of Appeal and Equalization - Supervisor Mark Knowles made the motion to adopt the Resolution from the Haven Township Board requesting that the Board be reinstated to the function of a local Board of Appeal and Equalization. The Board will be in a position to act as the Court of Appeal and Equalization starting in 2008. Supervisor Jeff Schlingmann seconded the motion. The motion carried.
Airport Update – There was no meeting.
Road Update – The Board talked about tree cutting, sweeping the ends of the roads, and potholes.
NEW BUSINESS
David Meyers talked with the Board about Open Meeting Laws.
Supervisor Dennis Lietha made a motion to approve and accept the arrangement made with the County Attorney’s Office for the funding that will be coming to Haven Township from the fines from the 10th Judicial District. Supervisor Mark Knowles seconded the motion. The motion carried. The County Attorney’s Office suggests that the funding that Haven Township gets back should be used for public safety.
BUSINESS FROM THE FLOOR
When will the Deaf Child signs be put up on 35th Avenue? Chairman Eric Meyer said he will have them put up soon. He does have them and they were waiting for the frost to go out of the ground.
If the Board could look at driveway set-backs on 1265 27th Street SE, there is some concern on that driveway.
BUSINESS FROM THE SUPERVISORS
Citescape – Still waiting for prices.
Haven Township will host the Quarterly Meeting of the Sherburne County Association of Townships Meeting on April 18, 2007 at 7:30 p.m. Clerk, Mike Zniewski will set up the Haven Township Hall for this.
Clean-up Day is on May 5, 2007 at the Haven Township Hall.
NorthStar Corridor – There will be a meeting in May to talk about the seconded phase of the NorthStar Corridor. The seconded phase is from Big Lake, MN to Rice, MN.
Town Hall Copier Discussion – After looking into copier options, Supervisor Jeff Schlingmann made a motion that the Board purchases a copier (Samsung Machine) for the Haven Township Hall from Binsfeld’s Office Machines Service Inc. and not to exceed the amount of $2,000.00. Supervisor Mark Knowles seconded the motion. The motion carried.
GovOffice Web Service – David Johnson checked into the GovOffice Content Management System (CMS). This enables the Township to build and manage its own high-tech and interactive Web site in-house, at a fraction of the costs of traditional Web development. After discussion on this issue Chairman Eric Meyer made the motion for Dave Johnson and Clerk Mike Zniewski to switch over from Cloudnet to GovOffice CMS. Supervisor Mark Knowles seconded the motion. The motion carried. There will be a one-time only $400.00 license fee, $30.00 monthly Service Package fee, $75.00
