MINUTES OF THE HAVEN TOWN BOARD MEETING
July 16, 2007
The Haven Town Board met at the Haven Town Hall on Monday, July 16, 2007. The meeting was called to order at 7:00 p.m. by Chairperson Eric Meyer. Members present: Eric Meyer, Dennis Lietha, Jeff Schlingmann, Mark Knowles, Mike Zniewski, David Meyers and Tammy Schefers.
APPROVAL OF AGENDA
The Board Members added under Old Business the Storm Water Permit. Supervisor Jeff Schlingmann made a motion to approve the agenda. Supervisor Dennis Lietha seconded the motion. The motion carried.
READING OF THE MINUTES
Supervisor Jeff Schlingmann made a motion to approve the minutes. Supervisor Dennis Lietha seconded the motion. The motion carried.
BUILDING PERMITS
There were eleven building permits.
SHERBURNE COUNTY SHERIFF REPORT
The Deputy Sheriff gave the report for the month of June. There were 66 incidents.

Supervisor Jeff Schlingmann made a motion to pay the outstanding bills. Supervisor Dennis Lietha seconded the motion. The motion carried.
OLD BUSINESS
CUP Vesterra, LLC – No new updates.
Don Nelton – Still in litigation. The Power Company will be taking some trees down at the end of 16th Avenue SE.
Storm Water Permit – The Board talked about an overview to hire an engineer to see if we are doing the right thing in Sterling Heights. The Township should develop a map of its storm sewer system. Supervisor Mark Knowles made a motion to give Chairman Eric Meyer permission to work with Mike Zniewski and David Meyers and to hire an engineer to work on the Storm Water Permit and Storm Water Pollution Prevention Program. They will meet in September. Supervisor Dennis Lietha seconded the motion. The motion carried.
NPDES & SWPP Storm Water Requirements – Supervisor Jeff Schlingmann made a motion approve and send the letter to the City of St. Cloud regarding the Haven Township - St. Cloud, Sterling Heights Development Drainage Agreement. Supervisor Mark Knowles seconded the motion. The motion carried.
Citizen Committee – Supervisor Jeff Schlingmann reported that the group will meet on August 6, 2007 and they are going to have Nancy Riddle talk about the County’s Comprehensive Plan.

Airport Update – None
Road Update – The overlay projects on 54th Street and at the end of 16th Avenue are being worked on. Deaf Child signs should be put up on 35th Avenue. Single pass of mowing will be done on the Township Roads.
NEW BUSINESS
Mark Lampi – Talked with the Board Members about selling some property on the end of 32nd Street SE. Mark Lampi was wondering if the property piece has access to the road (32nd Street SE). There is no road order on this road. Mark Lampi was wondering what his options are to have access onto the road. A cartway was discussed as an option. The cost of the cartway is paid directly by the owner of the property. A $10,000.00 deposit is recommended to start the process of working out this cartway by the Board Members. Another option is that he asks the neighbors for an easement. The next step for Mark Lampi would be to talk with the neighbors to work something out. The Board also suggested that he talks with the County on this issue. David Meyers will have a letter sent to Mark Lampi on the suggestions given to him at this meeting. The Board Members will also get a copy of the letter.
A.W.A.I.R. – Area Workplace Accident and Injury Reduction Act was talked about by the Board Members. This is a function of OSHA. There will be a training session for hourly paid workers for the Township on this issue. Supervisor Mark Knowles made a motion that the Regular July Monthly Meeting will include the A.W.A.I.R. Safety Program Review every year. Supervisor Dennis Lietha seconded the motion. The motion carried. The Board did the review at this meeting for this year.
Board of Equalization - Supervisor Jeff Schlingmann made a motion to accept the resolution so the Board can perform the function of the Board of Appeal and Equalization again in 2008. Supervisor Mark Knowles seconded the motion. The motion carried.
Supervisor Ted Prom – Supervisor Mark Knowles made a motion to accept Supervisor Ted Prom’s wishes to resign. Supervisor Jeff Schlingmann seconded the motion. The motion carried. The Board talked about the next steps in the process. After discussion on this issue Supervisor Jeff Schlingmann made a motion to meet as an Appointment Committee on Monday, August 20, 2007 at 6:00 p.m. to review letters of interest. It will be posted on the web, boards and put it in the Citizen Paper. The Board will accept letters till 5:00 p.m. August 20, 2007. Supervisor Mark Knowles seconded the motion with an amendment adding sending out postcards to all the residents in Haven Township. The motion carried.
BUSINESS FROM THE FLOOR
Patching of potholes is needed on 36th Avenue and 45th Avenue and 64th Street need more mowing done.
BUSINESS FROM THE SUPERVISORS
Citescape – Still waiting for prices.
Hall Maintenance - Supervisor Mark Knowles checked on prices for repainting the Township Hall inside walls and some exterior spots. He also looked into pricing for new carpet and some shelves and general maintenance that is needed. He gave the Board Members a packet to read over on the estimates. After discussion on this issue Chairman Eric Meyer made a motion to get started on the process of improvements. Sauk Rapids Fire Marshall will be contacted for an inspection also. Supervisor Jeff Schlingmann seconded the motion. The motion carried.
NorthStar Corridor – Phase I broke ground. Still working on Phase II.
Association of Townships Meeting is on July 18, 2007 at 7:30 p.m. at the Lavonia Township Hall. They will discuss ATV issues.
