MINUTES OF THE HAVEN TOWN BOARD MEETING
March 19, 2007
The Haven Town Board met at the Haven Town Hall on Monday, March 19, 2007. The meeting was called to order at 7:00 p.m. by Chairperson Eric Meyer. Members present: Eric Meyer, Dennis Lietha, Ted Prom, Jeff Schlingmann, Mark Knowles, Mike Zniewski, David Meyers and Tammy Schefers.
OATH OF OFFICE
Mark Knowles and Jeff Schlingmann were elected to be the new Supervisors on the Haven Township Board. They were sworn in.
APPROVAL OF AGENDA
Supervisor Jeff Schlingmann made a motion to approve the agenda. Supervisor Dennis Lietha seconded the motion. The motion carried.

Supervisor Dennis Lietha made a motion to have Keith Hibbard, a citizen representative, be the Primary Representative for the Sherburne County Zoning Board. Supervisor Ted Prom seconded the motion. The motion carried. Supervisor Mark Knowles made a motion to have Supervisor Jeff Schlingmann be the first alternate if Keith Hibbard can not attend the meetings and have Chairman Eric Meyer be the second alternate if needed. Supervisor Ted Prom seconded the motion. The motion carried.

Chairman Eric Meyer made a motion that these seven people: Roger Plombon / Dawna Schoborg / Penny Weihrauch / Dick Martinson / Keith Hibbard / Jane Korte / Loren Prom serve on the Citizen Representative Group Planning Committee. These seven people will be paid and able to vote and also these positions will be required to be appointed every year. Supervisor Dennis Lietha seconded the motion. The motion carried.
Supervisor Jeff Schlingmann made the motion to accept the Supervisor Assignments for the year as stated above. Supervisor Mark Knowles seconded the motion. The motion carried.
READING OF THE MINUTES
Supervisor Jeff Schlingmann made a motion to approve the minutes. Supervisor Ted Prom seconded the motion. The motion carried.

Supervisor Jeff Schlingmann made a motion to pay the outstanding bills. Supervisor Ted Prom seconded the motion. The motion carried.
OLD BUSINESS
CUP Vesterra, LLC – They are still working with the Railroad and Teders property on this issue.
Don Nelton – Still in litigation. Supervisor Mark Knowles made a motion to pay $1,100.00 to Rinke-Noonan for a General Council Bill on preparing an injunction on the Don Nelton issue. Supervisor Dennis Lietha seconded the motion. The motion carried.
MPCA – MS4 Permit – Chairman Eric Meyer requested a meeting with all the parties involved in this permit so this issue can be taken care of.
UPDATED ITEMS
APO – The Board had discussion about resigning from membership to the APO. It was decided to stay a member. Chairman Eric Meyer will continue going to the meetings.
Zoning – David Meyers had an e-mail to resign as an alternate to the Sherburne Planning Commission. Keith Hibbard reported that the County had a short meeting this month and there are houses being built in surrounding Townships, but not here.
Airport Update – None
Road Update – Updating 54th Street was talked about. There will be bids looked into on an overlay for this road project. Potholes were talked about. All the Supervisors were asked to help with keeping an eye on the roads to report if any fixing is needed.
NEW BUSINESS
Supervisor Jeff Schlingmann made a motion to set the gopher bounty for 2007 at $1.50 per pair of front gopher feet. Supervisor Ted Prom seconded the motion. The motion carried.
Supervisor Jeff Schlingmann made a motion to Designate Official Depositories for the Township Funds for the year 2007 as Wells Fargo Bank Minnesota NA Checking and Wells Fargo Money Market Brokerage and CD’s. Supervisor Dennis Lietha seconded the motion. The motion carried.
Supervisor Jeff Schlingmann made a motion to approve the Electronics Funds Transfer for Payroll Taxes to the IRS from Checking Account. Supervisor Dennis Lietha seconded the motion. The motion carried.
Supervisor Dennis Lietha made a motion to Designate Official Publication Paper for Legal’s the Citizen Paper of Becker, MN and three posting locations at the Town Hall / County Road 3 & 65th Avenue / County Road 8 & 42nd Street. Supervisor Ted Prom seconded the motion. The motion carried.
Chairman Eric Meyer made the motion to set the rates of compensation as follows:
Supervisors $75.00 per meeting / $20.00 per hour
Clerk / Treasurer $75.00 per meeting / $20.00 per hour
Deputy Clerk $75.00 per meeting / $20.00 per hour
Election Judges $20.00 per hour
Hall Maintenance Employees $15.00 per hour
Miscellaneous Temporary Employees $15.00 per hour
Mileage per IRS 2007 or Current $ .485 per mile
Citizens Group Committee $75.00 per meeting / $20.00 per hour
Supervisor Jeff Schlingmann seconded the motion. The motion carried.
Supervisor Mark Knowles made a motion to approve the set regular meeting dates that was passed out on a list to the Supervisors. Supervisor Dennis Lietha seconded the motion. The motion carried.
Judicial Land Monument Set – Chairman Eric Meyer made a motion to have Bogart, Peterson set one more pin in at the SE end of 64th Street for $380.00. Supervisor Mark Knowles seconded the motion. The motion carried.
BUSINESS FROM THE FLOOR
Gloria Plombon reported on the meeting she attended at the County on Emergency Situations. She asked the Board if she should continue going to these meetings, and the Board said yes and thanked her for updating them. There will be an article in the Spring Newsletter on this.
Ken Holmbeck, the Sherburne County Surveyor introduced himself to the Board Members and Residents that were at the meeting.
BUSINESS FROM THE SUPERVISORS
Citescape – Still waiting for prices.
Road Tour – The Road Tour is set for the Supervisors on Saturday, April 14, 2007. It will start at 7:30 a.m. at the Copper Lantern.
Township Officers Spring Short Course is being held March 19 – April 6, 2007. The new Supervisors should sign up for this.
Spring Newsletter will be going out in April, 2007. The Board Members will get a chance to proof read it before April 3, 2007.
April 16, 2007 at 1:00 p.m. is the Local Board of Appeal and Equalization. It will be held in Sherburne County. Supervisor Dennis Lietha made the motion to have David Meyers make a Resolution to have the Local Board of Appeal and Equalization back at the Haven Township Hall for 2008. Supervisor Mark Knowles seconded the motion. The motion carried.
Town Hall Copier Discussion – Clerk Mike Zniewski got a bid on a copier from Marco Business Products. Supervisor Jeff Schlingmann and Mike Zniewski will look into other options on copiers and report back next month on this issue.
Town Hall Sound System – Supervisor Ted Prom made a motion to accept and purchase the Audio Professionals, Inc. Sound Speaker System for the Haven Township Hall. The cost is $8,518.98. Chairman Eric Meyer seconded the motion. The motion carried. Supervisor Dennis Lietha opposed.
Town Hall Septic System – The Board talked about options how to heat the bathrooms in the winter at the Town Hall so it will not freeze under the building. This freezing under the building has caused septic problems. The Board Members will discuss this issue next month.
Supervisor Jeff Schlingmann talked about Land Use Programs and available Funding for this. He will check into this issue more and get back to the Board next month.
