MINUTES OF THE HAVEN TOWN BOARD MEETING
May 21, 2007
The Haven Town Board met at the Haven Town Hall on Monday, May 21, 2007. The meeting was called to order at 7:00 p.m. by Chairperson Eric Meyer. Members present: Eric Meyer, Jeff Schlingmann, Mark Knowles, Mike Zniewski, David Meyers and Tammy Schefers.
APPROVAL OF AGENDA
Supervisor Jeff Schlingmann made a motion to approve the agenda. Supervisor Mark Knowles seconded the motion. The motion carried.
READING OF THE MINUTES
The April Meeting Minutes should be changed to Supervisor Jeff Schlingmann seconded the motion instead of Mark Knowles. Supervisor Mark Knowles made a motion to approve the minutes. Supervisor Jeff Schlingmann seconded the motion. The motion carried.
BUILDING PERMITS
There were three building permits.
SHERBURNE COUNTY SHERIFF REPORT
The Deputy Sheriff gave the report for the month of April. There were 80 incidents.

Supervisor Jeff Schlingmann made a motion to pay the outstanding bills. Supervisor Mark Knowles seconded the motion. The motion carried.
OLD BUSINESS
CUP Vesterra, LLC – No new updates.
Don Nelton – Still in litigation. Carol Niezgocki asked the Board when 16th Avenue at the end of the road will be completed. Supervisor Jeff Schlingmann asked for one week to talk with Don Nelton to resolve some issues. Carol Niezgocki asked the Board to keep her informed and updated.
Citizen Committee – Supervisor Jeff Schlingmann and Supervisor Mark Knowles were looking through applications. They will get back to the Board Members at the June Meeting.
UPDATED ITEMS
APO – None
Zoning – David Meyers talked about the Township getting information from the County on Zoning Overlay. Septic System Variances - The County suggested that due to the amount of time it takes for the request of the variances that it should be allowed to by-pass the Town Board approval and go straight to the Board of Adjustment. The Board Members will have Mike Zniewski write a letter stating that is fine, but the Board Members would still like to be informed of the variances that are being done in our Township. The last monument was put in at the end of 64th Street. The Board will have to talk with the owners (LaVoi) about a license agreement. Their (LaVoi) septic system is in the road right-a-way.
Airport Update – The Airport still wants to purchase property around the area. Randy Larson got the bid for the sewer & water that needs to be put in for the Helicopter facility.
Road Update – The Board talked about getting bids for overlay projects on 54th Street and at the end of 16th Avenue.
NEW BUSINESS
Snow Removal Bid – The Board accepted the Snow Removal Bid from B & G Excavating at the May Meeting. B & G Excavating will be doing the Haven Township Snow Removal for the 2007 – 2008 Snow Season.
BUSINESS FROM THE FLOOR
When will the Deaf Child signs be put up on 35th Avenue? Chairman Eric Meyer will talk to Jeff Rhodes again to make sure they will be put up.
Jane Korte questioned why Excel Energy was at the corner of her house on 16th Avenue marking locator boxes and putting up flags. Chairman Eric Meyer stated that it is for locates for Jeff Rhodes. He will be putting up reflector signs at her corner for safety issues.
Gloria Plombon went to a Disaster Plan Meeting on May 3, 2007. She stated that Haven Township was mentioned, and the speakers were pleased that the Township has concern for this. She gave the Township information she received on a DVD and a letter. Mike Zniewski files this for future use.
BUSINESS FROM THE SUPERVISORS
Citescape – Still waiting for prices.
The Town Hall Building got new locks on the doors. Each Supervisor and Clerk got new keys for the building.
Hall Maintenance - Supervisor Jeff Schlingmann will check on pricing of a projector for the Township Hall. Supervisor Mark Knowles will check on prices for repainting the Township Hall inside walls and some exterior spots. He will also look into pricing for new carpet and some shelves that are needed.
City/Township Meeting – Chairman Eric Meyer, Supervisor Jeff Schlingmann, David Meyers and Jane Korte will meet with the City at the City Hall on June 13, 2007 at 11:30 a.m. to keep the City updated in Haven Township Plans. Haven Township will provide the lunch for this. The Board Members will see if the MPCA Permit each year can be taken out of the Sterling Heights Account.
NorthStar Corridor – The seconded phase from Big Lake, MN to Rice, MN is still being discussed.
The Board Members received revised Ordinance Books.
Township Survey on Commercial & Industrial Development – The Board Members filled out the one page survey and Clerk Mike Zniewski will mail it back to the County Zoning Department with an attached letter stating that the Board did not agree with this type of survey.

It was moved by Supervisor Jeff Schlingmann, seconded by Supervisor Mark Knowles to adjourn the meeting. The motion carried, and the meeting was adjourned at 8:49 p.m.
